Position Description:
To be responsible within the Minor Works and Contracts section for the management and monitoring of statutory and cyclical maintenance service contracts, monitoring and assessment of Health and Safety risk, and the supervision of building maintenance of the council’s property stock relating to electrical and mechanical services and personnel.
The Property and Infrastructure Group comprises Minor Works and Contracts, Asset Management and Facilities, Major Works and Adaptations, Engineering and Traffic and Network Management sections.

The post holder will be working within the Minor Works and Contracts section with responsibility for managing a team of engineering and admin staff.


The post holder will be responsible for managing the cyclical servicing and statutory test and inspection arrangements within a works budget of approx. £800,000 per annum.

The Minor Works section is responsible for delivering minor works, responsive and cyclical maintenance and repairs to existing building fabric, services and components to protect the value of all of the Council’s property portfolio including its housing stock. It ensures the Council’s operational corporate and housing stock is properly maintained and kept safe enabling the continuing provision of services to the community.

The section handles over 30,000 responsive repairs jobs undertaken each year to corporate premises ( approx. 300 administration buildings, schools, libraries, park buildings, social services offices and theatre) and to over 5,000 sheltered homes, houses and flats.

Direct and manage the annual servicing and cyclical contracts and advise on matters pertaining to the specification and tendering (where applicable) of that contract.
Manage and maintain statutory planned maintenance servicing, test and inspection programmes for all mechanical and electrical services, including lifts, water quality monitoring and implementation of precautions and gas servicing.
Ensure contractors engaged in cyclical and planned preventative maintenance are monitored to ensure performance criteria is met.
Manage inspections and surveys as necessary to ascertain condition and maintenance needs and make recommendations for future planned maintenance and the capital funded works programme, attending liaison meetings as required.
Ensure statutory insurance inspections for lifts and pressurised systems etc, are carried out within prescribed timescales and certification/ recommendations obtained and actioned.
Assess maintenance, replacement and improvement needs, feasibility and costs, making recommendations for future planned maintenance and the capital funded works programme, attending liaison meetings as required.
Manage expenditure against the approved cyclical maintenance budgets, advising the Service Manager – Minor Works and Contracts of variations against anticipated expenditure profiles, taking corrective action.
Provide monthly reports on cyclical maintenance performance to the Service Manager.
Carry out any other cyclical management duties as directed.

Knowledge and comprehensive understanding of the service delivery, service development, Government Policy, Legislative frameworks and key issues, including equalities issues, relevant to the service provided by the team.



Knowledge of the modernisation and development agenda for Local Government.



Working knowledge of relevant Health, Safety & Welfare Legislation and approved Code of Practices.



Working knowledge of relevant Enforcement Legislation and Approved Codes of Practice and current and developing Government Policy.



Working Knowledge of Performance and Quality management processes.
A relevant Professional Qualification at minimum NVQ Level 4 or equivalent or the ability to demonstrate substantial relevant experience.



Minimum requirement to use ‘MS Office’ to an intermediate standard



Able to demonstrate a high standard of written, verbal and listening communication skills, including report writing and presentation skills.



Able to communicate effectively with a wide range of people.



Current driving licence valid for use in the UK.

Demonstrable experience within the Building Maintenance Industry



Experience of supervising a team within the Building Maintenance Industry



Evidence of ongoing personal and professional development and commitment to continuous improvement



Experience of providing and developing services in partnership with other organisations / suppliers.



Experience of establishing effective performance measures and a performance culture that has achieved demanding service objectives in a comparable organisation.

Must have a clear understanding of the diverse nature of Harrow’s communities and the implications for this service
