The post will undertake work across the Council at a strategic and operational level with key partners and contractors to ensure value for money is being delivered, modern performance and relationship management practices are in place and adherence to Council policy and procurement procedures.



Specifically the post holder will be work within the Energy Management Unit and have direct input into the Carbon Management Programme to reduce the Councils carbon footprint by 20% by 2012.



Work with managers and suppliers to develop and implement modern contract and relationship management practices which will shape the future and facilitate the delivery of a quality Energy Management function
Identify, initiate, develop and implement opportunities for collaboration and value for money and proactively reducing the Carbon footprint through a series of project activities in key contracts through working closely with managers across the council, contractors and partner organisations; this will facilitate quality services and help to reduce and manage risk to the £10m energy and water spend.
Monitor that the strategic objectives agreed for procurement are delivered through contracts, supplier relationships and funding bodies.
Initiate and implement performance reviews, customer satisfaction monitoring, marketing testing and benchmarking across commonly used contracts in the Council and work with managers to interpret the information and develop ways of achieving sustainable service, reduce consumption and promote the Energy efficient agenda.


Key responsibility areas:



Work with relevant Energy Efficiency experts to advise building & technical teams after suitable training and development.
Work with managers and suppliers to identify opportunities for collaborative working; this should include identifying, and implementing, modern practices (open book accounting, shared programme planning, energy surveys, joint procurement etc), which can introduced on a phased basis and help shape the future partnering arrangements that are fundamental to achieving the Councils objectives.
Work with procurement staff across the council to share contract management experience with a view to strengthening contract and relationship management across the organisation and ensure carbon management reduction is prioritised.
Deputise for the Energy Manager in meetings and attend area Assemblies and Council meetings to present initiatives on Energy projects The person must be able to represent the Council and meet members of the public and liaise with Housing trusts and other partners to proactively manage a series of Energy reduction projects.
Supervise other Officers in the EMU on workplans and database activity.
Regularly review arrangements and run performance management for all contracts in order to meet value for money and key performance indicators Co-ordinate quarterly contract review meetings with service providers in order to ensure that performance is delivered to required standards.
Design, develop and produce quality reports for senior managers on contract management, industry trends, benchmarking data and performance of SLAs focusing on key outputs against agreed targets. Discuss performance reports with managers and work with them, and contractors, to plan the way forward for improvements.
Design and establish systems to record and take account of decisions that carry major implications for Council spending policy and future capital delivery programmes. Ensure that this information is made available to senior managers in a timely manner to inform strategic development. Provide budget setting predictions on utility spend.
Responsibility for ensuring the Energy Management Unit accounting database is current and records all utility metering installations. Obtain information on disposables and acquisitions of Council properties by regular liaison with Corporate Property Services, individual Departments and the Council Estate Agent.
To exercise vigilance and awareness to prevent fraudulent activities in line with Council procurement and financial regulations.
Use the reports generated from the database to reconcile billing in Oracle. Investigate discrepancies and prepare claims for refunds, Negotiate any refunds with providers to be returned to the budget holders. Liaise with customers of EMU including Schools, Housing related partners and other Department teams.
Ensure Utility contract management manuals are developed for use across the Council. Produce reports and guidance documents on significant issues including strategic and policy matters relating to energy for presentation at senior level and at committees.
Review billing and e invoicing solutions, develop system upgrades and manage a programme of data migration.
Manage effective contract and relationship with Utility providers and other suppliers.
To advise senior management and the relevant commissioning board(s) of any major changes to contracts or problems in the performance (including financial performance) of the contract and propose ways forward to resolve any issues.
Ensure the co-ordination and development of adequate systems and processes to capture and share local knowledge across the department on good procurement practice.
Carry out the duties of the post in accordance with the Data Protection Act, the Computer Misuse Act, the Health and Safety at Work Act, and other relevant legislation, as well as Council policies, procedures, Standing Orders and Financial regulations.
At all times, carry out the duties of this post with due regard to the Council’s Equal Opportunities Policy, Email Policy, Valuing Diversity and ensure its implementation in all areas of the business unit.
Undertake any other duties that may be required to meet the exigencies of the service. These may be varied from time to time to meet the needs of the service.
To take responsibility, appropriate to the post for tackling racism and promoting good race, ethnic and community relations.
Evening and occasional weekend work may be required.
