Job Description

Our client, a leading regional civil infrastructure and engineering main contractor, is looking to employ a Quantity Surveyor on a permanent basis to provide commercial support to project teams, maintaining commercial information, ensuring compliance with contractual requirements and the company’s objectives, and to liaise with customer representatives and other third parties on commercial issues including agreement of variations, claims and any additional payments.

Reporting to the Commercial Manager/Managing Quantity Surveyor, and working closely with Business Development and Bid Managers, as well as the rest of the commercial team, the right candidate would need demonstrable experience of the responsibilities below.

Responsibilities:
• Accurate monthly forecasting
• Ability to challenge resources and costs
• Maintain deadlines in line with the monthly commercial calendar
Reporting
• Ensure robust, accurate and timely cost and value reporting at both project and business unit level
• Ensure accurate cash flow reporting takes place
• Carry out cost management including forecasting
• Update the monthly CVR, cost and commercial plans
Processes
• Help ensure that internal commercial processes are adhered to across the business unit
• Actively seek to improve processes and procedures
• Hold a good understanding of the processes and procedures used by any JV/Alliance that we are working within, and assist in their development and improvement
External relationships
• Help ensure that any main contracts entered have terms and conditions that are appropriate for Barhale, with commercial risks identified
• Ensure that the supply chain is engaged appropriately with the correct contract terms and conditions
• Build and maintain good client relationships
• Be responsible for subcontract letting, negotiation and financial accounting
• Prepare applications for payment
• Liaise with the client, client representatives and other third parties on commercial issues, including agreement of variations, claims and additional payments
Internal relationships
• Contribute towards effective interaction between the Commercial Team and the operational site teams
• Work with site management to forecast predicted spend and cash recovery and ensure that both are kept in line with the target
• Share best practices with others and be proactive in advising site teams on costs and management of them

The Person:
• Demonstratable experience within utilities, civil engineering or construction industry
• HND/Degree in Quantity Surveying or equivalent
• Familiarity with ICE/NEC forms of contract and knowledge and understanding of Construction Law
• Previous experience of commercial management and procurement of subcontractors, including chairing regular meetings, measurement and control cycle, certificates and accruals calculations
• Ability to demonstrate a good knowledge of monthly reporting and earned value analysis
• Have knowledge and experience in estimation and cost analysis
• Excellent communication, numeric and computer literacy skills, proficient in Microsoft Office
• Excellent organisation and time management skills, with the ability to work to tight deadlines
• Ability to work effectively in a team and delegate, but also able to work on own initiative
Desirable
• Member of RICS or other relevant professional body, or working towards
• CSCS card

Minimum experience needed:
• Demonstratable experience within utilities, civil engineering or construction industry
• Demonstratable experience with ICE/NEC forms of contract
• Demonstratable experience of Construction Law
• Experience of commercial management and procurement of subcontractors
• Experience in estimation and cost analysis

Qualifications needed:
• HND/Degree in Quantity Surveying or equivalent

If rate of pay is a sliding scale, what is needed to get to the top amount:
• Significant demonstratable experience within utilities, civil engineering or construction industry as a Quantity Surveyor.
• Member of RICS or other relevant professional body
• Significant demonstrable experience with ICE/NEC forms of contract
• Valid CSCS card
• Demonstratable experience with all points in the minimum experience section.
• Demonstrable experience with all job description responsibilities.

The salary banding is indicative and dependent on experience. Details on the full package are to be discussed during shortlisting.
