Job Description

Our client, a leading civil and utilities construction contractor, who specialise in telecoms, gas and energy and water networks and infrastructure, is looking to employ a Quantity Surveyor on a permanent basis to be responsible for the commercial success and to commercially lead multiple telecoms projects, whilst adhering to commercial administration procedures, and promote and deliver within a collaborative environment with both the client and the management of the subcontract / supply chain accounts.

Reporting to the Telecommunications Commercial Manager, the right candidate would need demonstrable experience of the responsibilities below.
• Negotiate the terms and conditions of subcontracts
• Management and payment of specialist subcontracts and key suppliers
• Ensure compliance with the contract terms, conditions, rights and obligations of the contract.
• Report on the outturn Pain / Gain on a monthly basis (if applicable)
• Coordinate any changes or amendments that may occur over the course contract, following the change process in accordance with this NEC 3/4 Option A & C contract.
• Analyse the impact of the change and any liability exposure that the change might cause.
• Ensure obligations specified in the contract are met through monitoring and tracking.
• Undertake site visits to administer the contract in line with the progress of the works.
• Monitor and report on the performance of the contract in terms of programme, cost and key events or issues.
• Perform the closeout process by reviewing the contract agreement, verifying that all terms and conditions of the agreement have been met and verifying all payments due have been made.
• Obtain and execute any forms, reports or clearances required and resolve any outstanding issues.
• Perform all duties in a collaborative manner with both client and subcontractors.
• Work with the project team to evaluate the impact of changes to the budget
• Capture and report cost variances
• Collate Defined Cost Records for audit by the client
• Manage an assistant QS (if appropriate)
• Production of:
o Monthly cost value reconciliation
o Earned value analysis report
o Data validation of subcontract applications / payments
o Review and validation of weekly cost monitors comparing the forecast cost with actual cost taken from the weekly labour & plant returns.
o Monthly valuations
o Change registers.
o Commercial elements to feed the commercial report

The Person:
• Demonstratable experience as a Quantity Surveyor within the telecoms industry
• BSc in Quantity Surveying or similar commercial related course
• Professional membership of appropriate body
• Good data interrogation skills
• Leadership experience with the ability to influence at all levels
• Bid Knowledge
• Excellent legal/contractual knowledge
• Industry experience
• Excellent communication and negotiation skills
• Experience of a senior commercial role
• Valid driving licence

Minimum Experience Needed:
• Demonstratable experience as a Quantity Surveyor, mainly in the telecoms industry.
• I.T literate including Microsoft Suite
• Professional membership with an appropriate body
• Demonstratable data interrogation skills
• Demonstratable experience as a senior member of a commercial team and the ability to influence colleagues at all levels
• Demonstratable bid knowledge
• Demonstratable legal/contractual knowledge
• Demonstratable telecommunication industry experience

Qualifications Needed:
• BSc in Quantity Surveying or similar commercial related course

Training required:
• Full, valid UK driving licence

If rate of pay is a sliding scale what is needed to get to the top amount:
• Further experience as a Senior Quantity Surveyor or Commercial Lead, mainly in the telecoms industry.
• Further relevant qualifications or professional memberships.
• Further significant demonstratable experience with all points outlined in the job description and minimum experience section.

The salary banding is indicative and dependent on experience. Details on the full package are to be discussed during shortlisting.
